FEMA PUBLIC ASSISTANCE (PA) PROGRAM MANGEMENT SPECIALISTS
Obsidian, LLC works with state, local, tribal, and territorial (SLTT) governments, private nonprofits (PNP),
and the Federal Emergency Management Agency (FEMA) to support disaster recovery. Under the Public
Assistance (PA) Program, FEMA can provide funding to SLTTs and PNPs after a Presidential Disaster
Declaration to support debris removal, emergency protective measures (e.g., sheltering, search/rescue,
etc.), permanent facility restoration, and hazard mitigation projects. Our services are tailored to the specific
needs of our clients through every step of the PA process. OBSIDIAN, LLC is registered with the State of
Tennessee Secretary of State’s Office in Good Standing. OBSIDIAN, LLC possesses the Experience,
Integrity, and financial stability to complete Projects/Grants successfully.
We have over 60 years of combined experience within our staff to help clients understand the process of
federal programs that may interact with PA and navigate community recovery. Obsidian focuses on
developing communications and strong partnerships between PA applicants, recipients at the state, tribal,

Over 20 years of experience in Law Enforcement, Emergency Management and disaster Management/Recovery events. Certified in Emergency Response and Unified Command Management. Worked in multiple command centers in planning and Information Dissemination, Experienced in FEMA Go Portal and Grants Management Portal for Federal and State submissions.
Disaster/Deployments- I have worked 9 Natural Disasters within the states of Tennessee, Texas, Florida, and North Carolina. I worked as the liaison between Madison County TN Government and FEMA/TEMA on several county disasters and deployments through EMAC. I prepared all the documentation and submissions for the recovery of costs to Madison County and City of Jackson TN. as well as The Department of Homeland Security/ Tennessee Department of Safety- I am currently the Point of Contact and the Grant Administrator for the TDHS for District 10 DHS. District 10 is comprised of 8 counties in West TN, and I have filled this role since 2019. I coordinate with the eight EMA Directors within this district to fill their county’s specified team needs through state funding to better serve the district. The teams include EOD Bomb Squads, SWAT Tactical Teams, Mass Casualty, Incident Management, Communications, Swift Water Rescue and Criminal Investigation Teams. Budget and Financing- I have 19 years of experience in budget and financing, spending 10 years in the private sector as a tax preparer and 9 years in the public sector for local municipalities. Since 2019, I have overseen the budget for The City of Jackson & Madison County TN Emergency Management, including over twenty-five special funded grants through Homeland Security, Tennessee Highway Safety, Governor’s Highway Safety, Hazard Mitigation Grants and Local Emergency Planning Committee Grants.
